How Local Politics Became the AI Boom's Hardest Constraint
Opposition to data centers has crossed from a zoning dispute into an electoral force — and the workarounds the industry is pursuing all concede the same thing: political consent cannot be engineered around.

The Spokane city council had just passed an emergency ordinance blocking data center development, and Avista's own customers were organizing against the project [1]. A corporation was retreating from a business deal not because the infrastructure couldn't support it, but because the politics couldn't. That inversion is no longer an outlier. It is the mechanism now governing where — and whether — the AI buildout happens. The grievances underneath are concrete, not abstract. These are not objections to AI. They are objections to cost-shifting — to the proposition that a homeowner in Cheyenne or a ratepayer in Madison should subsidize the power bill of a trillion-dollar company. The mechanism is the same wherever it appears: a community sees water rates, electricity bills, or tax subsidies flowing toward a facility that employs few people and consumes enormous resources, and the grievance finds a candidate. That candidate is not always a Democrat. In Kentucky, Republican Rob Houchens became the leading candidate for Oldham County judge-executive after leading opposition to a $6 billion data center project, and Republican Mason Barnes won re-election after championing a land-use ordinance against a $5 billion facility [2]. In Michigan, Abdul El-Sayed won the Democratic Senate primary this week calling for a federal moratorium on data center expansion.

In Kansas, Cindy Holscher won the Democratic gubernatorial nomination after shifting to support a statewide moratorium [3]. In Ohio, Sherrod Brown is running Senate ads against rapid data center expansion, citing cooling-water usage and rising electricity bills [4]. Democratic candidates in at least six states — Georgia, Michigan, New York, Pennsylvania, Utah, and North Dakota — have built campaigns around data center opposition as a core issue [5][6]. The polling confirms that these are not isolated anecdotes. Opposition to data centers within three miles of a person's home jumped from 28% to 41% in the first half of 2026, and 53% of Americans now oppose neighborhood facilities — a higher share than oppose nuclear power plants [4][7]. The workarounds the industry is now pursuing all concede the battlefield rather than winning it. The Trump administration's executive order fast-tracking data center permitting on federal lands and national forests is, on its face, an attempt to route projects to jurisdictions where locals do not have a vote — not a preemption of their right to block [7]. Developers are deploying on-site gas turbines and batteries specifically to bypass grid connection delays that can last three times longer than facility construction [8]. A pro-AI super PAC called Leading the Future has pledged $5 million to Florida gubernatorial candidate Byron Donalds.

Each of these is a response to the same problem — local political consent — and none of them solves it. A gas turbine bypasses a grid queue but does nothing about a county commission vote. A federal-land fast-track finds a jurisdiction without voters, but the projects that need power where people already live still face the zoning board. A super PAC can win a race in Florida; it cannot win every township meeting in Pennsylvania, where municipalities across multiple counties are passing zoning amendments to keep data centers out [9][10]. The pattern is not universal, and the exceptions are instructive. In northern Virginia's Loudoun and Prince William counties, data center computer-equipment taxes have fueled 77% and 82% increases in education spending per resident over 15 years and allowed real-property tax rate cuts for homeowners [4]. Where the fiscal benefits are concentrated and visible, opposition does not materialize — which confirms the mechanism rather than contradicting it. The grievance is cost-shifting, not the technology itself. Massive projects are still being approved: a $14 billion facility in Bessemer, Alabama; an $8 billion Vantage Data Centers campus in Port Washington, Wisconsin; a $300 billion nuclear-powered facility in the Texas Panhandle [11]. In Little Rock, a proposed 18-month moratorium deadlocked 4-4 and failed after the Chamber of Commerce warned Google could sue [12]. In Kentucky, the state's largest utility lobbied against a regulatory bill and killed it [13]. The fight is contested, not settled. But contested is itself the point. The AI industry has spent a decade navigating constraints it could engineer around — chip shortages, grid capacity, cooling efficiency. Each of those has a technical solution, and the industry has deployed them: on-site generation, liquid cooling, federal land. Political consent does not work that way. A county commission vote cannot be bypassed with a turbine. A primary election cannot be cooled with a better heat exchanger. The constraint is consent, and consent moves at the speed of an election. Mason Barnes, the Kentucky Republican who won his race by opposing a $5 billion data center, understood what that means for anyone on the other side of the issue.
