One Agency Now Runs the Border and the Ballot Box

The people moved first. Fraud detection officers at U.S. Citizenship and Immigration Services spent their careers screening immigration applications for security threats. Hundreds have now been reassigned to identify noncitizens on state voter rolls ^[1]. The department described the work in the plainest terms.

In the other direction, cybersecurity staff at CISA who once protected election infrastructure have been sent to ICE and Customs and Border Protection ^[2]. Two workforces traded domains, and neither trade was a metaphor. Then the databases followed. SAVE, the Systematic Alien Verification for Entitlements system, was built to let agencies check one person's immigration status when they applied for a benefit. The administration expanded it into a tool for bulk-scanning entire state voter rolls, folding in Social Security data ^[3]. A federal appeals court cleared the IRS to share taxpayer address data with ICE, covering roughly 1.28 million taxpayers ^[4]. The Justice Department demanded unredacted voter rolls from all 50 states and threatened to withhold grants from states that refused ^[5]. Where courts blocked the demand, DHS issued administrative subpoenas to all 254 Texas counties for registration applications, signatures, and voting history ^[6]. One platform now sits under all of it. Palantir's $1 billion, five-year agreement with DHS lets CBP, ICE, TSA, FEMA, the Secret Service, and CISA buy its software without competitive bidding ^[7]. The same corporate data infrastructure that tracks people for deportation is the one now available to the agency charged with election security. The legal bridge is a single directive. The March 2025 executive order "Preserving and Protecting the Integrity of American Elections" both mandates that federal agencies verify voter eligibility and directs expedited deportation of noncitizens who vote ^[8]. DHS General Counsel James Percival then ordered ICE to carry out the deportation half. Voter registration and removal became two ends of one pipeline, run by one department. The system produces false positives at scale. Nevada's initial estimate of 16,000 noncitizens on its rolls shrank to 185 confirmed cases ^[1]. A federal review of roughly 49.5 million registrations using SAVE found no evidence of widespread fraud: about 10,000 cases, 0.02 percent, were referred for further inspection, and being flagged does not mean the person voted ^[9]. The courts have blocked the core directives. Judge Denise Casper permanently blocked the executive order's proof-of-citizenship requirement ^[10].
