Each Crisis in the Iran War Becomes a New Power Over Private Industry

Four Defense Production Act invocations in fourteen months, one before the Iran war and three after, show how each crisis the conflict creates becomes the legal trigger for the state to take over another slice of private production.

In April, the president signed an order directing American energy production, and the justification inside it did more work than the order itself.

That sentence is the hinge of a pattern no single story shows, and it just completed its fourth turn. The Defense Production Act, the Korean War-era law that lets a president order private companies to make things and, in extremis, seize materials, has been invoked four times in fourteen months. One came before the Iran war. Three came during and after it. Each of the three names the war as its reason. The first, in June 2025, was about critical minerals, and it was aimed at China, not Iran. Beijing had just cut off mineral exports in the trade war, and the order let the administration bypass Congress on projects over $50 million [1]. That one stands alone: proof the agenda predates the war. Then the war began, and the invocations started to stack. April 2026: domestic energy, justified by the blockade and the price spike it caused [2]. June 2026: munitions, after Operation Epic Fury burned through more than a thousand Tomahawk missiles and roughly half the Patriot and THAAD stockpiles [3]. August 2026: the seizure order, mapping material sources, blocking private exports, and putting military requirements ahead of private ownership [4]. Each one absorbs a new domain of private production into state direction. Minerals, then energy, then weapons, then the raw materials themselves. The scaffolding was already standing. Before Iran escalated, the government had taken a golden share in U.S. Steel, a $400 million equity stake in MP Materials, and a 10-to-16 percent stake in USA Rare Earth [5][6]. It had launched Project Vault, a $12 billion strategic minerals reserve [7]. It had declared a national energy emergency in August 2025 to fast-track grid work [8]. All of it was China-competition policy, in place before the first shot. The war didn't create the agenda. It supplied the emergency each subsequent invocation required. The pre-war minerals order shows the plan existed; the three wartime orders show the war gave it the legal trigger to move from plan to execution. And the war itself was aimed at China from the start. Trump said it plainly about Iran's oil.

Bessent framed the sanctions as economic statecraft meant to collapse Iran's economy [9]. The blockade that justified the energy order was the same blockade that cut China's export growth to a five-month low [10]. So the loop runs like this: the war creates a crisis, depleted missiles or disrupted energy or exposed supply chains, and the crisis becomes the legal basis for a new expansion of state control. The China-competition agenda found in the war's emergencies the triggers it needed to execute. That is a mechanism, not a proven strategy; no document ties the DPA expansions to the war plan, and some of the minerals money is framed purely around China [11]. But the direction of travel is unmistakable. The terminus is the August order. It maps where materials come from, blocks private exports, and lets the military jump the line ahead of private owners. Critics have reached for the only precedent that fits: the 1933 order that made Americans turn in their gold [4].
