The AI Buildout Has a Water Problem With No Escape Route
Data centers and households are pulling from the same aquifers across three continents, and governments have designated AI critical infrastructure without deciding who gets cut off when the water runs out.
The AI buildout's competition for electricity has a workaround. When the grid cannot deliver — and right now it cannot, with 307 gigawatts of data center projects waiting for interconnection, roughly 15 years of work at current build rates [1] — companies simply build their own power. Oracle put gas turbines behind the meter for Stargate. xAI did the same for Colossus. Bloom Energy now carries a $6 billion backlog of fuel cells for data centers that have given up waiting for a grid connection. The escape route is expensive, it is messy, and it is real. The competition for water is quieter and has no escape route. You can generate your own power. You cannot manufacture your own aquifer. The pattern is assembling across continents. In Ghaziabad, India, data center cooling has helped push groundwater extraction to 272% of recommended levels, forcing residents to dig deeper wells or pay for shared access to water they once drew freely [2]. In Scotland, data centers have quadrupled their tap-water consumption since 2021 — enough to fill 27 million half-liter bottles a year — driven by the cooling demands of generative AI [3]. In Minooka, Illinois, a proposed data center could require three to six million gallons of water daily from an aquifer projected to run dry within five years; the neighboring city of Joliet has already struck a $1 billion deal with Chicago to secure Lake Michigan water rather than wait for the wells to fail [4]. In Texas, data centers are projected to consume 161 billion gallons of water annually by 2030 — 2.7% of the state's total supply, water that by definition will not be available to the households, farms, and other industries drawing from the same sources [5]. In each case the competition is the same: the data center cooling its servers and the household drinking from the tap are pulling from one pool, and the pool is finite. What makes this more than a resource squeeze is the policy framework now being built around it. In July 2025, President Trump signed an executive order designating data centers "critical national security infrastructure" [6]. The United Kingdom has made the same designation [3]. The label is not ceremonial. Critical infrastructure status signals that a facility's continued operation is non-negotiable — a priority claim on whatever resources it needs to keep running. But neither government has established what happens when the resource runs short. There is no drought hierarchy, no rule for who gets cut off first. The designation creates a priority without defining its limits. Water UK, the trade body representing British water companies, has now put the question directly to Parliament. The government's water-demand forecasts, it told lawmakers, omit a critical variable entirely. And without a clear rule for who gets water first in a shortage, the industry body warned, the default outcome may be one nobody debated or voted for.

The warning is not hypothetical. More than 75% of UK data centers sit in water-stressed southern and eastern England, where residents already face hosepipe bans during dry summers [7]. The competition is not coming; it is here. The question the designations have created but not answered is the one Water UK is now forcing: when the aquifer is depleted and the tap runs dry, who gets cut off — the data center cooling its servers, or the household drinking from the tap?
