Tsinghua University Experts Propose China-US AI Risk Framework

Researchers at the Tsinghua University Center for International Security and Strategy propose that China and the United States establish high-level communication channels to manage the risks associated with artificial intelligence. While acknowledging persistent structural differences in security, technology, and trade, the experts argue that the two leading AI powers share a responsibility to develop common rules to mitigate uncertainty and potential harm.

Sun Chenghao and Zhou Bo identified specific shared threats that necessitate cooperation, including biological risks, AI-assisted cyberattacks, and the potential loss of control over AI agents. They suggest that progress in this bilateral dialogue could serve as a global model for international cooperation.

To implement this framework, the researchers recommend identifying responsible government departments, creating regular communication channels, and establishing a formal crisis notification mechanism.
