Governor Mike Kehoe signed Executive Order 26-19 on September 30, 2026, declaring a state of emergency to provide economic relief to farmers during the harvest season. The order temporarily suspends state restrictions and penalties regarding the use of dyed diesel fuel on Missouri-operated highways for vehicles engaged in agricultural operations. Dyed diesel is a non-taxed, off-road fuel that is normally prohibited on public roadways.
In addition to the fuel suspension, the order increases allowable commercial vehicle weights for agricultural transportation. Kehoe stated the measure provides "commonsense flexibility" to lower transportation costs for producers and haulers who are facing rising expenses. He noted that reducing these unnecessary costs for farmers ultimately benefits families across the state.
