Elaine Luria Reclaims Virginia's 2nd Congressional District Seat
Democrat Elaine Luria defeated Republican Representative Jen Kiggans to reclaim the bellwether 2nd Congressional District seat in Virginia.
Elaine Luria defeated Republican Representative Jen Kiggans on Tuesday to reclaim the seat for Virginia’s 2nd Congressional District. Luria, a former Navy commander and previous representative for the district from 2019 to 2023, won the rematch in a military-heavy region that includes Virginia Beach and Hampton Roads.
Luria campaigned as a moderate with a focus on national security, affordability, and coastal resilience. During the race, she criticized Kiggans for her alignment with President Donald Trump and the administration's war in Iran. Kiggans, a former Navy pilot, countered by framing Luria as self-serving, citing past stock trades and Luria's residence outside the district.
The seat is viewed as a bellwether for congressional control, having flipped parties four times since 2008. Luria's victory follows a 2022 loss to Kiggans, which analysts attributed to redistricting. Following the win, Luria stated that voters showed Hampton Roads is ready for change and that the status quo in Washington is not working.
