Sam Altman, CEO of OpenAI, and proponents of effective accelerationism argue that the development of artificial general intelligence is an inevitable outcome of technocapital and the laws of thermodynamics. This perspective posits that the progression toward human-level AI is unstoppable and will ultimately result in either a techno-utopia or human extinction.
Critics contest this view, asserting that technology results from deliberate human choices rather than natural laws. They cite historical examples of restraint, including the regulation of recombinant DNA, the banning of human cloning, and international nuclear non-proliferation treaties, to argue that humanity can successfully limit dangerous technologies.
To manage the risks associated with AGI, some propose compute governance, which would allow governments to regulate the massive supercomputer arrays necessary for training. Other proposed solutions include international treaties designed to implement safety guardrails across competing laboratories. These discussions come as some OpenAI employees claim the competitive race to develop AGI has led to a decrease in safety precautions.
