Pakistan and Kuwait Negotiate Defence and Energy Pact

Pakistan and Kuwait are negotiating a defence agreement to exchange Pakistani security guarantees for Kuwaiti energy investment and fuel reserves.

The Government of Pakistan and the Government of Kuwait are conducting early-stage negotiations for an expanded defence pact that would link security guarantees to energy cooperation and investment. Kuwait is requesting a comprehensive show of force, including the deployment of thousands of Pakistani ground troops, fighter jets, drones, and air defence systems.

Pakistani security officials have resisted these specific demands, stating that the deployment of combat troops is not currently under consideration. In exchange for security commitments, Pakistan aims to shore up its oil and fuel reserves through initiatives such as a bonded fuel storage arrangement with Kuwait.

These talks follow a mutual defence pact Pakistan signed with Saudi Arabia last year and coincide with a separate mutual defence agreement being drafted between Turkey, Pakistan, and Saudi Arabia. Similar defence interests have also been noted with Bahrain and Jordan.

Islamabad faces regional diplomatic complications as it navigates these agreements amid rising tensions between the United States and Iran. There are concerns that such pacts could compromise Pakistan's role as a regional mediator or draw the country into a conflict, especially since Pakistan has already informed Iran that it views attacks on Saudi Arabia as attacks on itself.
