The United States faces a strategic challenge in the artificial intelligence race as Chinese developers use open-weight models to establish global technological standards. This approach has enabled the Qwen model family to spawn over 100,000 derivative models on Hugging Face.

A 2026 Two Loops analysis by the U.S.-China Economic and Security Review Commission suggests a significant portion of American startups now use Chinese base models for their business derivatives. This trend creates a growing global dependence on Chinese ecosystems.

In response, the Trump administration developed an AI Action Plan that recognizes the geostrategic value of open models based on American values, though critics argue the implementation lags behind market realities. The debate over open weights remains polarized. Anthropic CEO Dario Amodei warns that releasing model weights allows bad actors to bypass guardrails and that such weights cannot be withdrawn once public. Conversely, proponents of an open strategy argue that unilateral restraint by the U.S. only accelerates the global shift toward Chinese AI standards.
