Kaduna State Assembly Approves State Police Constitutional Amendment

The Kaduna State House of Assembly approved a bill to amend the 1999 Constitution to establish state police services to combat banditry.

The Kaduna State House of Assembly approved a bill on October 22, 2026, seeking to amend the 1999 Constitution to establish state police services. The bill was transmitted to the state legislature by the National Assembly for concurrence.

Lawmakers argued that the existing security structure prevents state governments from holding police authorities directly accountable for security failures. Henry Marah, Chairman of the House Committee on Information, stated that the proposed system would strengthen community-based security, improve the protection of lives and property, and enhance responses to banditry.

Marah noted that the state would prioritize funding for the new security outfit, even if it requires reducing expenditure on other projects. The Assembly intends to enact additional laws to govern the operations and welfare of state police personnel once the proposal takes effect.
