Delhi Launches EV Policy to Hit 30% Adoption by 2030

Chief Minister Rekha Gupta announced a Rs 15,000 crore electric vehicle policy to make EVs the default transport mode in Delhi by 2030.

Chief Minister Rekha Gupta announced a new Electric Vehicle (EV) Policy aimed at making electric vehicles the default mode of transport in the capital by March 31, 2030. The policy seeks to achieve over 30 percent EV adoption by 2030 through a government investment of Rs 15,000 crore.

To support this transition, the government will expand charging points from 9,000 to 32,000. All authorized EV dealerships must establish at least one public charging station within six months of notification, with a single-window digital platform introduced to accelerate approvals. The plan includes purchase subsidies for vehicles manufactured in India, scrapping incentives, and road tax exemptions. Strong hybrid vehicles and e-rickshaws are currently excluded from these subsidies.

The policy implements a phased registration mandate: only electric autos will be registered starting January 1, 2027, followed by electric two-wheelers on April 1, 2028. Additionally, the city is converting all public buses to electric models. To manage the environmental impact, the Delhi Pollution Control Committee will oversee battery collection and recycling through public-private partnerships, while the government expands solar energy and strengthens power substations to meet the projected electricity demand.
