Housing Secretary Angela Rayner announced a major rewrite of England's National Planning Policy Framework to accelerate the government's target of building 1.5 million new homes by 2029. The reforms introduce a default yes approach for housing developments within a reasonable walking distance—defined as 800 metres or approximately ten minutes—of rail, tram, and Underground stations. This includes some green belt sites, provided developers adhere to golden rules regarding infrastructure, green spaces, and affordable housing.

To reduce bureaucracy, the government removed statutory consultation requirements for the Gardens Trust and Theatres Trust. Simultaneously, the policy introduces stricter protections for pubs, requiring developers to prove there is no realistic prospect of a venue surviving before converting it into housing or offices.

Chancellor John Healey and London Mayor Sadiq Khan supported the measures as essential for driving growth and increasing affordable home ownership. However, the reforms faced sharp criticism from the Conservative Party and Reform UK. Shadow Housing Secretary Sir James Cleverly and Reform UK Deputy Leader Richard Tice characterized the move as a power grab that strips authority from local councils and residents to favor central government mandates. Current data shows the government has delivered approximately 392,400 net additional homes since July 2024, trailing the 600,000 needed to remain on track for its five-year goal.
