Norway and its partners are using the collaboration to address a critical atrophy in electronic warfare and air defense capabilities that occurred after the Cold War. While Western militaries shifted focus toward counterinsurgency and counterterrorism, Russia continued to develop its electronic warfare capacity. NATO officials describe the current electromagnetic environment in Ukraine as the most dense and dangerous ever encountered.
As a result, Western militaries are working to rebuild their ability to disrupt enemy communications and sensors while learning to hide their own electronic signatures. Military leaders emphasize that the conflict has highlighted the necessity of controlling electronic signatures to survive on the modern battlefield.
