U.S. Interior Department Mandates Colorado River Water Cuts

The U.S. Department of the Interior and the Bureau of Reclamation released a Final Environmental Impact Statement on July 31, 2026, establishing a 10-year framework to manage the Colorado River through 2036. The plan follows the failure of seven basin states to reach a voluntary consensus agreement before current guidelines expire. To prevent Lake Mead and Lake Powell from reaching critically low levels—the lowest combined levels since 1957—the framework mandates that Lower Basin states (Arizona, California, and Nevada) face collective annual water reductions of up to 3 million acre-feet.

Upper Basin states (Colorado, New Mexico, Utah, and Wyoming) are spared from mandatory cuts but must meet voluntary conservation targets of 200,000 acre-feet per year, supported by $100 million in federal funding. The plan implements an adaptive decision cycle where operating guidelines are updated every two years based on hydrologic conditions.

Reactions have been sharply divided. Arizona Governor Katie Hobbs and Nevada Governor Joe Lombardo condemned the plan, calling the potential cuts draconian and unrealistic. Arizona officials specifically warned that the burdens would be disproportionate and devastating to the state's economy. Conversely, California's Colorado River Board acknowledged the necessity of reductions as the river no longer supports existing expectations. Upper Basin governors generally viewed the framework as a necessary short-term tool while negotiations for a long-term, seven-state consensus continue.
