The Pennsylvania House of Representatives passed House Bill 280 in a 115-88 vote, establishing a semi-open primary system that would allow approximately 1.2 million unaffiliated voters to choose either a Republican or Democratic ballot. Introduced by State Representative Jared Solomonson, the legislation excludes third-party registered voters and bars independents from participating in internal party committee elections.

Supporters of the measure, including State Representatives Valerie Faydos and Jeremy Shaffer, argued that the change addresses political polarization and a widespread loss of trust in core institutions. Opponents, such as State Representatives Wendy Funk and Greg Vitali, contended that primaries are intended as nomination processes for party members rather than general elections. Lebanon County election director Sean Drasher warned that the shift would increase the risk of administrative errors.

The bill now moves to the Republican-controlled Pennsylvania State Senate, where its passage remains uncertain. Senate Majority Leader Joe Pittman indicated that Republican senators may link the approval of the bill to the implementation of expanded voter ID requirements. With the legislative session set to expire on November 30, the bill faces a narrow window for consideration.
