OpenAI emerged as the primary provider of artificial intelligence tools for the U.S. House of Representatives, securing approximately 88% of identifiable AI spending from April 1, 2025, to March 31, 2026. A CNBC analysis of House disbursement records shows that expenditures for ChatGPT totaled $100,580 across 798 transactions, while Anthropic's Claude ranked second with $13,160 in spending.
Democratic member offices led the procurement, spending $54,165 compared to $15,782 from Republican offices. Congressional staff utilize these tools to summarize legislation, draft memos, and manage constituent communications. For example, Representative Julie Fedorchak used ChatGPT to build a searchable database of briefing memos and legislation, while Representative James Walkinshaw employed AI for research and newsletters, though he mandated human decision-making for constituent casework.
OpenAI's market dominance within the House is attributed to early adoption through the House Digital Service and training partnerships with the Congressional Management Foundation. As these tools integrate into legislative workflows, AI firms are increasing lobbying efforts in Washington to influence procurement and regulation of the technology.
