Rezolv Energy Wins Approval for EU's Largest Solar Plant

Rezolv Energy received final legal approval from the Romanian Energy Regulatory Authority to begin construction of the Dama Solar project in Arad County. The photovoltaic plant will span over 1,064 hectares across the Grăniceri and Pilu communes in western Romania.

The project has a planned capacity of 1.2 GW, a figure increased from earlier designs through technological optimization. Once commissioned, the facility is expected to be the largest solar PV plant in the European Union. The development includes a large-scale battery energy storage system and an 82-hectare nature reserve.

Backed by Actis and Mubadala, Rezolv Energy acquired the project from the Monsson Group in 2022. The project is supported by two contracts for difference awarded by Romania’s Ministry of Energy in 2025. The company aims for the plant to begin commercial operations in 2028.
