Kaja Kallas Proposes Largest EU Sanctions Expansion Against Russia
EU foreign policy chief Kaja Kallas plans to add 1,600 Russian entities to sanctions lists, increasing the total number of targeted actors by one-third.
European Union foreign policy chief Kaja Kallas announced plans to introduce the most far-reaching sanctions listings against Russia since the start of the war in Ukraine. The European External Action Service intends to propose approximately 1,600 new designations targeting Russia's military-industrial complex, which would increase the total number of sanctioned Russian individuals and entities by one-third. These measures will include asset freezes, travel bans, and transaction bans.
The EEAS expects to present the list in early September for adoption in October. To expedite the approval process and avoid the lengthy disputes among member states that typically accompany sectoral measures, these listings will omit such measures. This strategy follows the recent adoption of a 21st sanctions package that was weakened after prolonged negotiations.
Beyond the military-industrial complex, the EU plans additional listings in September targeting the trafficking of Ukrainian children. Further designations are scheduled for later in the autumn to target Russian hybrid activities, including cyberattacks and misinformation. Kallas stated that existing sanctions have already cost Russia's war machine over 1 trillion euros.
