India Raises EPFO Wage Ceiling to Rs 25,000

The Union Cabinet increased the mandatory EPFO wage ceiling to Rs 25,000, extending social security coverage to over 51 lakh additional employees effective September 17, 2026.

The Union Cabinet of India, chaired by Prime Minister Narendra Modi, approved an increase in the mandatory wage ceiling for the Employees' Provident Fund Organisation (EPFO) from Rs 15,000 to Rs 25,000 per month. Effective September 17, 2026, the decision marks the first revision to the ceiling since 2014 and follows a January 2026 directive from the Supreme Court of India to consider such a revision.

The hike is expected to bring between 51 lakh and one crore additional employees under the statutory social security framework, granting them access to provident fund savings, the Employees' Pension Scheme (EPS), and the Employees' Deposit Linked Insurance Scheme (EDLI). For affected workers, monthly mandatory contributions will rise from Rs 1,800 to Rs 3,000. While this increases long-term retirement savings, it reduces immediate monthly take-home pay.

Government estimates indicate annual expenditure will rise to Rs 11,339 crore, with a projected five-year cost of approximately Rs 56,696 crore. The move received support from the Federation of Indian Chambers of Commerce and Industry and the Bharatiya Mazdoor Sangh. However, the All India Trade Union Congress criticized the revision as "too little and too late," demanding a ceiling of Rs 30,000 to account for inflation. Additionally, representatives from the MSME sector warned that the increased statutory costs could discourage formal employment or lead to salary restructuring.
