Canada and Germany Launch Sovereign Technology Alliance for AI

Canada and Germany signed a Joint Declaration of Intent on Artificial Intelligence on February 14, 2026, during the Munich Security Conference. The agreement establishes a framework for bilateral cooperation in AI research, commercialization, talent development, and secure compute infrastructure, aiming to bridge critical skills gaps.

Alongside the declaration, Evan Solomon and Karsten Wildberger launched the Sovereign Technology Alliance. This platform is designed to strengthen sovereign AI capacity and reduce strategic dependencies on dominant technology platforms from the United States and China. The partnership seeks to merge Canada's expertise in deep learning research with Germany's strengths in industrial application.

This collaboration builds upon the Canada-Germany Digital Alliance formed in December 2025. It serves as a strategic response to the protectionist policies of the Donald Trump administration and aligns with Prime Minister Mark Carney's efforts to diversify Canada's trade. As a practical step in the partnership, Germany will serve as the guest country at the All In conference in Montreal in September 2026.
