Governor Gavin Newsom endorsed Proposition 42 on Friday, a ballot measure that would amend the California constitution to prohibit new taxes on personal property and financial assets, excluding real estate. Newsom stated that "Californians deserve to have their retirement and life savings protected from new state taxes."

The endorsement creates a political divide within the state. The California Democratic Party and several large unions oppose the measure. Conversely, the Service Employees International Union-United Healthcare Workers West proposed a one-time 5% tax on residents with net assets of $1 billion or more. This proposed wealth tax aims to offset Medicaid funding cuts signed by President Donald Trump.

Proposition 42 has received tens of millions of dollars in funding from a political committee supported by billionaires, including Google co-founder Sergey Brin. Voters will decide on both the wealth tax and the prohibition measure on November 3. If both measures are approved, the state may face a legal conflict over which mandate takes precedence.
