Indonesia Demands Fair Climate Financing Ahead of COP31

Indonesia is calling for increased international climate financing and fair energy transition terms before the COP31 summit begins on November 9.

The Government of Indonesia is advocating for a fair energy transition and expanded international climate financing ahead of the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change, which runs from November 9 to 20.

Environment Minister Jumhur Hidayat stated that emissions reduction efforts must balance global climate action with national development needs. He emphasized that the country's priorities include energy affordability, workers' welfare, and the protection of local communities. Indonesia also opposes unilateral measures that disadvantage developing nations and is seeking expanded access to the Adaptation Fund, the Global Environment Facility, and the Green Climate Fund.

These goals align with Indonesia's Second Nationally Determined Contribution submitted in October 2025, which projects that greenhouse gas emissions will peak in 2030 and decline by 2035. The government maintains that increased climate ambition requires technology transfer and financing from developed countries and must not create obligations beyond those established in the Paris Agreement.
