Senate Rejects Democratic Resolution on West Bank Human Rights
Democratic lawmakers are pushing for sanctions and human rights reports on Israel after the Senate rejected a measure to investigate the deaths of nine Americans in the West Bank.
The United States Senate rejected a Democratic resolution on Tuesday that would have required the State Department to report on violence in the occupied West Bank. Led by Chris Van Hollen, the measure sought accountability for the deaths of nine American citizens killed by Israeli security forces or settlers since 2022, as well as reports on the detention of Palestinian children. The resolution failed 47-51, with most Republicans and Democrat John Fetterman voting against it, while Republican Rand Paul voted in favor.
Despite the defeat, the near-unanimous Democratic support, including from Minority Leader Chuck Schumer, signals a shift toward a more punitive approach toward Israel. Senator Van Hollen argued that the executive branch has failed to provide answers to the families of the deceased, stating that the resolution was an opportunity to ensure recipients of taxpayer dollars act in line with U.S. laws.
Concurrent legislative efforts are targeting Israeli settlement expansion. Senator Chris Coons introduced legislation to sanction construction in the E1 area of the West Bank, while Representative Joaquin Castro is introducing a broader bill to punish any new settlement construction in the West Bank and Gaza and prohibit the import of settlement-made goods. These moves follow coordinated sanctions on Israeli settlements by Britain, France, and Canada, amid reports from Human Rights Watch and the UN documenting rising settler violence and the displacement of thousands of Palestinians.
