Republicans Outspend Democrats on Senate Ads Despite Higher Costs

Republicans spent $233 million on September broadcast ads, nearly double the Democratic total, but faced higher costs due to inefficient super PAC spending.

Republicans spent $233 million on broadcast TV ads across nine competitive Senate races in September, nearly double the $121 million spent by Democrats. Despite this financial advantage, the GOP achieved only 40% more gross rating points (GRPs), paying an average of $274 per GRP compared to $201 for Democrats.

Senate Majority PAC and its communications director, Lauren French, attributed this inefficiency to a Republican reliance on super PACs and late-cycle purchases. In contrast, Democrats utilized earlier reservations and discounted candidate rates. This disparity was evident in Maine and North Carolina, where Democrats achieved higher GRPs despite being outspent. In Texas, a GOP super PAC spent over $22 million for airtime that Democratic nominee James Talarico matched at roughly one-fifth of the cost.

To address these rising costs, the National Republican Senate Committee and National Republican Congressional Committee increased coordinated buys with candidates in September, spending over $30 million to access lower rates. Republicans only secured comparable or better ad rates than Democrats in Alaska and New Hampshire.
