India Sells 60.72% IDBI Bank Stake to Fairfax Financial

The Ministry of Finance of India approved the sale of a majority stake in IDBI Bank to Canada's Fairfax Financial Holdings for Rs 52,878 crore.

The Ministry of Finance of India approved the sale of a 60.72% stake in IDBI Bank to Canada's Fairfax Financial Holdings for approximately Rs 52,878 crore (USD 5.5 billion). The transaction includes a 30.48% stake held by the government and a 30.24% stake held by the Life Insurance Corporation of India.

To address potential legal challenges, the ministry issued a clarification on October 17, 2026, stating there is no legal bar to the sale. The ministry cited a 2018 Delhi High Court ruling which determined that the IDBI (Repeal) Act, 2003, does not prohibit divesting shares and that parliamentary debate statements cannot override enacted law. This follows a long-term policy shift that began with former Finance Minister Arun Jaitley, who indicated in the 2016-17 Budget that the government would consider reducing its stake to below 50%.

The disinvestment is intended to help the government reach an annual asset monetisation target of Rs 80,000 crore. Proceeds from the sale are expected to offset rising subsidy burdens for fertilisers and revenue losses from excise duty cuts on fuel. Beyond fiscal goals, the deal aims to increase private sector participation in the banking industry and attract foreign capital.
