South Africa Gas-to-Power Tender Fails Over Supply Issues

The Ministry of Energy and Electricity closed its first gas-to-power tender without a bidder due to insufficient gas supply assurances.

The Ministry of Energy and Electricity of South Africa closed its first gas-to-power tender for private producers without selecting a preferred bidder. Although the Independent Power Producers office received four bids totaling 2,830 megawatts in May, the government announced Wednesday that none of the participants could provide the necessary assurances of gas supply.

The failure is attributed to supply challenges, specifically declining gas volumes from Mozambique that threaten industrial users. This procurement was part of a broader strategy to reduce South Africa's reliance on coal-fired power stations by integrating more gas into the energy mix.

To address these supply gaps, the government is developing its first liquefied natural gas import terminal, with Eskom and ExxonMobil serving as anchor clients. While the Ministry maintains its commitment to gas-to-power objectives, it has not specified when a new procurement window will open.
