Crypto Leaders Urge Congress to Pass CLARITY Act
Industry executives and SEC Chair Paul Atkins emphasize the need for formal legislation to resolve regulatory uncertainty surrounding digital commodity classifications.
Cryptocurrency industry leaders and regulators are calling for the passage of the CLARITY Act to provide a definitive legal framework for digital assets. While current Polymarket odds for the bill's passage in 2026 stand at 23%, Bitwise asset manager Matthew Hougan suggests the legislation could still be included in a year-end omnibus package during a lame duck session.
In the absence of a legislative victory, the industry currently relies on a March joint interpretation by the Securities and Exchange Commission and the Commodity Futures Trading Commission that classifies Bitcoin and other assets as digital commodities. SEC Chair Paul Atkins stated that while the commission is prepared to implement rules, only Congress can ensure that regulation in this area is future-proofed through comprehensive market structure legislation.
Market participants argue that the current environment continues to hinder growth. WisdomTree chief legal officer Ryan Louvar asserted that a market cannot function well when participants cannot determine which agency's rules apply to them. Despite these hurdles, Hougan maintains that the cryptocurrency industry will remain resilient and continue to reshape finance regardless of whether the act passes this year.
