Ukraine and Moldova Negotiate Rail Grain Corridor to Romania

Ukraine and Moldova are negotiating the establishment of a rail corridor to transport Ukrainian grain to the Romanian port of Constanta. The initiative aims to bypass Russian attacks on Black Sea shipping and port infrastructure in the Odesa region, which have already forced the Ministry of Agriculture of Ukraine to lower its 2026-2027 export forecast to 38-40 million metric tons, down from 43 million.

Vasile Tofan, the Prime Minister of Moldova, supports the project to secure millions of euros in transit revenue, dismissing concerns from local farmers that Ukrainian grain would undercut domestic prices. The Cabinet of Ministers of Ukraine has requested a 50 percent discount on nominal freight rates, while the Government of Moldova has sought guarantees on the volume of grain to be transported.

Moldova's Ministry of Infrastructure and Regional Development is discussing the transit of approximately 4.5 million metric tons annually, which would account for roughly 10 percent of Ukraine's total exports. Moldovan officials stated that the increased volume would generate profit for the national railway despite the requested discounts. The prospect of increased traffic triggered a rise in share prices for Romanian port operators Socep and Comvex, which grew by 11.8 percent and 8.3 percent respectively on August 11.
