EU Rejects Ukrainian Request for Agricultural Subsidies

The European Union rejected a request from Ukraine for 220 million euros in non-repayable aid intended to subsidize interest on loans for small and medium-sized agricultural producers. The request followed Russian retaliatory strikes on Ukrainian logistics, specifically targeting the Odessa hub, which manages roughly 80% of the country's farm exports.

Brussels directed Ukraine to utilize existing mechanisms, including EU-backed lending programs and the Ukraine Facility, rather than granting new funds. During a meeting in Brussels on September 29, Ukrainian Agriculture Minister Taras Vysotsky proposed a larger 1.1 billion euro allocation to cover the costs of rerouting exports through Solidarity Lanes to bypass the Russian blockade.

Agriculture Minister Vysotsky noted that a 250 million dollar low-interest loan from the World Bank provides a temporary measure for survival until the new year, but warned that the situation remains critical. The funding dispute occurs amid ongoing friction with EU member states, including Poland, Hungary, and Slovakia, regarding agricultural quotas and the impact of Ukrainian produce on European markets.
