These consultations focus on high-end heterojunction (HJT) technology, which officials believe is necessary to maintain a technological lead against U.S. competition. The potential curb would require new licensing approvals through the Ministry of Commerce.
The move is a response to efforts by U.S. companies to localize solar production and reduce reliance on Chinese supply chains. Tesla has reportedly sought $2.9 billion in equipment from suppliers, including Suzhou Maxwell Technologies, to reach a target of 100 gigawatts of domestic manufacturing by 2028. Xu Xiaohua, Chairman of Anhui Huasun Energy, has urged Chinese firms to protect their competitive advantage.
These deliberations occur as both nations prepare for a summit in Beijing between Xi Jinping and Donald Trump to discuss trade stability. Beyond terrestrial energy, the restrictions could impact the development of space-based computing powered by solar panels, a priority for Elon Musk, Google, and Amazon. This potential action follows previous Chinese restrictions on the export of rare earth minerals.
