U.S. Drafts Nuclear Strategy for Simultaneous Russia and China Threats

The United States Department of Defense is drafting a classified nuclear weapons strategy to prepare for potential simultaneous confrontations with Russia and China. Led by Pentagon policy chief Elbridge Colby, the new approach shifts away from decades of planning focused on large-scale strategic strikes, instead emphasizing the possible use of lower-yield, shorter-range tactical nuclear weapons during regional conflicts.

This strategic pivot aims to provide the U.S. President with a wider range of realistic and credible retaliatory options to strengthen deterrence. The goal is to prevent conventional disputes—particularly those involving attacks on U.S. allies—from escalating into full-scale nuclear exchanges. The review follows the expiration of the New START treaty in February.

The development of the strategy coincides with increased U.S. concerns over a deepening military partnership between Moscow and Beijing. Intelligence indicates China is providing civilian components for Russian weapons used in Ukraine in exchange for Russian technology to improve Chinese missile defenses and nuclear submarines. In response, the Department of Defense expanded its list of foreign institutions linked to problematic activity to 130 organizations across China, Russia, and Iran.
