Texas Election Officials Battle Voter Registration Software Failures

Texas election officials are struggling to clear a massive voter registration backlog caused by state software errors and architectural failures in the TEAM system.

Texas election officials are working to resolve a massive backlog of voter registration records triggered by a software error in the Texas Department of Public Safety web portal. While Harris County utilized a team of over 50 members to process 75,000 late records, other counties report that the state's voter registration and management system, known as TEAM, is hindering progress.

Kristin Miles, president of the Texas Association of County Election Officials, and other local administrators report that the TEAM system suffers from frequent errors and architectural failures. The Texas Association of County Election Officials attributed these problems to the system's vendor, Civix, and urged the state to ensure software reliability before issuing further payments.

The Texas Secretary of State's Office defended the system, noting that Texas has held seven successful elections since the software launched in July 2025. To assist struggling jurisdictions, the state is offering grants to cover the costs of processing the backlog. Local officials warn that these technical failures and delays in verifying voter eligibility could undermine public confidence before the November midterm elections.
