Baltimore County Council Raises Member Salaries by 73 Percent

The Baltimore County Council voted to increase member salaries from $69,000 to $119,750 and raise the county executive's pay by 25 percent.

The Baltimore County Council voted Monday, October 19, 2026, to increase the annual salaries of incoming council members by 73.6 percent, raising pay from $69,000 to $119,750. The new pay structure takes effect after the November election. In a separate 5-1 vote, the council also approved a 25 percent pay raise for the next county executive, increasing that salary to $240,000.

These raises, combined with the council's expansion from seven to nine members, will nearly double the county's annual spending on base salaries for top elected officials, adding nearly $645,000 in total annual pay costs. The decision occurred two weeks before the upcoming elections.

Council members Nino Mangione and David Marks voted against the measure. Mangione characterized the decision as a partisan vote and argued that taxpayers were let down. Councilmember Izzy Patoka supported the increase, citing a significantly higher workload driven by societal demands for instant response. The decision has sparked debate among residents, with some criticizing the self-awarded raises while others argue the compensation is justified given the responsibilities of the office.
