Four Norfolk Councillors Resign Over Postponed May Elections

The Government of the United Kingdom announced legislation to postpone May elections for all 84 Norfolk County Council seats and a portion of the Norwich City Council to facilitate local government reorganization and devolution. This decision sparked protests at County Hall and led to a series of resignations from county councillors who argue their democratic mandates expired in May 2025.

Four councillors have stepped down to trigger by-elections: Conservative Edward Connolly, independent Simon Ring, and Independent Progressive Group members Emma Corlett and Maxine Webb. Corlett stated that extending her term was "untenable" and expressed a lack of confidence that sufficient progress on reorganization would be made by next year.

Political reactions remain divided. Reform UK organized protests and challenged the government's decision in the High Court. Meanwhile, Labour group leader Steve Morphew criticized the resignations, suggesting that those calling for by-elections are attempting to undermine reorganization for "narrow short-term political interests."

Norfolk County Council leader Kay Mason Billig faced criticism from the Liberal Democrats, Greens, and Reform UK after she informed the Local Government Secretary that the council lacked the capacity to deliver elections alongside the reorganization process. A two-day judicial review of the government's decision to grant the postponement is scheduled for mid-February.
