Interior Department Mandates Colorado River Water Cuts for Lower Basin

The United States Department of the Interior finalized a two-year operating plan on August 21, 2026, mandating deep water cuts for Arizona, California, and Nevada to prevent the collapse of the Colorado River system. The plan requires the Lower Basin states to collectively reduce water use by 1.25 million acre-feet annually through 2028. Arizona faces the steepest reductions at 760,000 acre-feet, followed by California at 440,000 and Nevada at 50,000. These states also committed to voluntarily conserving over 3.2 million acre-feet in Lake Mead.

Upper Basin states—Colorado, New Mexico, Utah, and Wyoming—face no mandatory cuts under the framework. This disparity has fueled intense regional conflict. Colorado officials and representatives have remained defiant, vowing to defend their water rights, while the Arizona Department of Water Resources threatened a lawsuit alleging that Upper Basin states are not sending sufficient water downstream.

Arizona Governor Katie Hobbs supported the deal as a necessary alternative to more draconian federal cuts that could have crippled the state's economy, though she criticized the federal government for not holding Upper Basin states accountable. Other Lower Basin officials, including Nevada Governor Joe Lombardo and California negotiator JB Hamby, characterized the plan as a stopgap measure or a bridge rather than a permanent solution. The crisis comes as Lake Mead and Lake Powell hit record lows, forcing Colorado ranchers to cull herds due to record-low streamflows.
