Missouri Implements Stricter SNAP Documentation and Delays Food Restrictions

The Missouri Department of Social Services is implementing a two-phase revision to the Supplemental Nutrition Assistance Program (SNAP). Beginning October 1, 2026, the agency will require new applicants and those seeking recertification to provide detailed documentation for bank statements, utilities, rent, and childcare payments, ending the previous practice of self-attestation for income.

A second phase, the Healthy SNAP program, which restricts the purchase of desserts, candy, and certain beverages, has been delayed from October 1 to mid-February 2027. This delay is intended to allow for stakeholder feedback and better coordination with local retailers.

Governor Mike Kehoe stated the administration is committed to a rollout that ensures benefits are used for nutritious foods. However, the advocacy group Hunger Missouri warned that the increased paperwork and stricter verification requirements could lead to eligible families losing benefits due to administrative errors. The group noted that thousands of residents have already lost food assistance under previous additional requirements.
