NYC Childcare Plan Estimated to Cost $9 Billion Annually

A report from the Center for New York City Affairs projects that Zohran Mamdani's proposed universal free childcare system for children under five will cost approximately $9 billion annually. This estimate exceeds the mayor's own $6 billion projection by $3 billion and surpasses the city's 2025 childcare spending by $5 billion.

The financial gap stems from recommended increases in teacher pay and the requirement to hire 23,000 new workers for infant and toddler classrooms. The report concludes that the program is financially unsustainable without significant new revenue from state or federal governments.

To fund the expansion, Mamdani intends to pressure New York State to increase taxes on city residents earning over $1 million. While Governor Kathy Hochul previously provided $1.2 billion to launch programs for 2-year-olds, City Hall maintains that meeting the demand for these services requires further public investment.
