Transport for London Seeks to Repurpose Heathrow Express Rail Paths

Transport for London is calling for the removal or repurposing of the Heathrow Express rail service to free up capacity for higher-volume, more affordable public transport. The proposal coincides with a UK government consultation on a national policy statement for a £33bn expansion of Heathrow Airport, which includes the construction of a third runway.

TfL officials argue that the Heathrow Express occupies valuable rail paths despite being used by less than 6% of airport passengers. They suggest that the Elizabeth line and Piccadilly line provide more effective alternatives for travelers. Mayor Sadiq Khan has added to the pressure, warning that taxpayers might be forced to fund public transport improvements that are currently undefined in the expansion plans.

Hearthrow Airport opposes the proposal, asserting that the service provides essential connectivity and flexibility for passengers. The airport operator emphasizes that the rail service operates without taxpayer funding. The dispute occurs as the operating agreement for the Heathrow Express is set to expire in June 2028 and the government moves toward the nationalization of Great Western Railway.
