Virginia Governor Implements Data Center Accountability Framework
Governor Abigail Spanberger introduced new regulations and power expansion plans to manage a surge in data center development across Virginia.
Virginia is managing a rapid increase in data center development that has created tension between economic growth and community concerns regarding water levels, environmental impacts, and electricity costs. Major developments include the $100 billion STACK project in Danville-Pittsylvania County and Google's Project Raspberry in Botetourt County. In Appomattox County, residents have criticized the lack of transparency surrounding Project Hercules, while those in Campbell County have raised alarms over the impact of a Mesh Capital project on water levels during a drought.
To address these challenges, Abigail Spanberger introduced a Data Center Accountability Framework in September. In October, she announced plans to expand the state's power supply using renewable and nuclear energy sources. The governor also supported a State Corporation Commission decision that requires data center operators to contribute more toward transmission costs, a move intended to shield residents from rising energy bills.
Infrastructure projects to support this growth are already underway, including a $1 billion transmission line project by Valley Link designed to power facilities in northern Virginia.
