UN Refugee Agency Warns Funding Gap Risks System Failure

The United Nations High Commissioner for Refugees warned on September 29 that a severe funding crisis threatens to leave 8.3 million refugees and forcibly displaced people without aid. The agency reports a $5.789 billion funding gap, having secured only 32% of its required $8.505 billion budget for 2026 as of July. This shortfall follows aid cuts by the United States and other donor nations, contributing to a 24% drop in available funds between 2024 and 2025.

The funding deficit is eroding critical protection systems, particularly refugee registration and services for survivors of gender-based violence. In Chad, 319,000 people face registration delays, while 140,000 refugees in Sudan remain unregistered. In Afghanistan, the agency slashed returnee grants from $375 to $170 per person despite the country receiving over one million people in 2026.

To manage the deficit, the agency has already reduced its workforce by 33%, closed 140 offices, and ceased operations in 15 countries. The agency cautioned that below a certain threshold, the system does not simply shrink but fails.
