Mordechai Kedar Warns Israel Against Binding Hamas Agreements

Middle East expert Mordechai Kedar cautioned the Cabinet of Israel against signing agreements with Hamas, asserting that the organization views such deals as temporary tactical tools rather than binding obligations. Kedar argues that Hamas follows the precedent of the 7th-century Hudaibiya Pact, which allows for the violation of agreements once the balance of power shifts.

While Kedar suggests that Israel might sign a deal to facilitate diplomatic achievements with the White House, he warns that such an arrangement should not be mistaken for true peace. He notes that Hamas has a long history of violating agreements and only signs them when they lack power.

To mitigate risks, Kedar proposes that any agreement include strict enforcement mechanisms. These would include the immediate cancellation of the deal if a single weapon enters the Gaza Strip, as well as bans on all military training and infrastructure rebuilding. He cites the peace agreement with Egypt as a model for how fierce responses to violations can enforce compliance.
