Pennsylvania Sues TikTok Over Addictive Design and Minor Safety

Pennsylvania Attorney General Dave Sunday filed a civil lawsuit against TikTok, Inc. in the Allegheny County Court of Common Pleas, alleging the company violated state consumer protection laws. The suit claims TikTok misrepresented its platform as age-appropriate for users as young as 13 to maintain a lower app store rating, which expanded its advertising audience while exposing minors to adult content, including nudity, profanity, and the glorification of drug and alcohol use.

Sunday asserts the platform is addictive-by-design, utilizing features such as endless scrolling, push notifications, and "doom scrolling" to exploit the developing brains of young users for profit. The commonwealth seeks civil penalties, fees, and an injunction to force TikTok to implement stricter age verification and safety safeguards. Sunday indicated that similar legal actions could be pursued against other platforms, including Instagram and YouTube.

TikTok has denied the allegations, calling the claims misleading and stating the platform provides built-in safety and privacy settings for teen accounts. A company spokesperson stated that TikTok will "vigorously defend against these claims." Pennsylvania joins several other states, including Indiana, Utah, Nebraska, and New Hampshire, in taking legal action against the platform over mental health and minor safety concerns.
