Aliyev Urges Global Cooperation at 4th Baku Security Forum

The State Security Service of Azerbaijan convened the 4th Baku Security Forum in Baku on September 22, 2026. The event gathered nearly 600 high-ranking representatives from international organizations and security agencies across more than 100 countries to discuss new challenges in global security architecture and cooperation mechanisms against terrorism.

Ilham Aliyev, President of the Republic of Azerbaijan, addressed the forum and warned that modern security threats are no longer confined to national borders. He specifically highlighted how the malicious use of digital tools and artificial intelligence facilitates the recruitment of supporters, the spread of radical ideas, and the financing of terrorist networks. Aliyev argued that geopolitical competition and a crisis of trust between nations necessitate prioritized information exchange and professional ties between security agencies.

Colonel-General Ali Naghiyev, Chief of the State Security Service, noted that traditional security mechanisms are currently unable to respond swiftly to emerging threats such as cybercrime and drug trafficking. To address these gaps, the forum included a side session jointly organized with the UN Office of Counter-Terrorism. This session focused on operational partnerships and the development of the Counter-Terrorism Information Exchange System (CTIES), a platform designed to improve international coordination and strengthen national counter-terrorism capacities.
