Investigation Finds UK AI Policy Excluded Environmental Groups

The Government of the United Kingdom developed its AI growth zones policy without consulting environmental organizations, according to a report by Spotlight on Corruption.

An investigation by the nonprofit Spotlight on Corruption found that the Government of the United Kingdom developed its AI growth zones policy without meeting any environmental organizations. Between July 2024 and June 2026, senior officials met with 137 businesses to discuss the construction of massive datacentres across five regions, but held meetings with only two community groups.

The report identifies a considerable revolving door within the government, noting that 38 ministers, senior civil servants, and special advisers moved to positions at AI companies, including OpenAI and Anthropic, between July 2024 and September 2026. Nine of these officials departed from the Department for Science, Innovation and Technology.

Critics argue the policy relies on unaudited financial figures and unrealistic projections for renewable energy and job creation. While the government maintains that datacentres will prioritize clean power and strengthen supply chains, opposition has grown in east London and north of Edinburgh. The investigation claims the United Kingdom has fallen behind Canada, Germany, and Australia in establishing environmentally stringent and equitable AI strategies.
