Zimar Inc. to Build $1.9 Billion Refinery in Niger

Zimar Inc. will build a refinery and petrochemical complex in Dosso, Niger, in a project estimated to cost $1.9 billion. The facility is designed to produce 100,000 barrels of oil per day and is part of a broader strategy by Niger to develop its estimated 3 billion barrels of oil reserves.

Foreign Minister Bakary Sangaré stated that the 16-year agreement consists of three years of construction and 13 years of operation. Following this period, Zimar will transfer the infrastructure to the state. The finalization of the deal follows a review and revision process ordered by Niger after an initial signing in October 2024.

This development coincides with other energy initiatives, including joint drilling with Algeria in the Kafra oil block in Agadez. Niger also recently completed its first shipment of Meleck crude oil from the Sèmè terminal in Benin, facilitated by Sonatrach SpA.
