Gavin Newsom Vetoes Pension and Telework Bills

Governor Gavin Newsom vetoed three bills over a recent weekend, rejecting legislation supported by public employee unions and environmental groups. The most prominent rejection was Assembly Bill 1383, which sought to roll back pension reforms enacted by former Governor Jerry Brown. The bill would have lowered the retirement age for public-safety employees from 57 to 55 and increased the earnings cap used to calculate benefits.

Newsom argued that the pension measure would widen the benefit gap between safety and non-safety members, which "invites future changes that would expose our retirement system to additional risk." Local governments also opposed the bill, citing concerns that the associated costs would necessitate tax hikes or service cuts.

Additionally, Newsom vetoed Assembly Bill 1729, which would have required state agencies to justify the denial of telework requests. He stated that the measure would take the state's policy in the "wrong direction" by encouraging telework as the default arrangement. He also rejected Senate Bill 954, a move that drew praise from business groups but criticism from environmentalists. Observers suggest these vetoes signal a strategic shift toward the political center as Newsom potentially prepares for a presidential campaign.
