UN Warns Funding Gaps and Insecurity Hinder Ethiopia Aid

The United Nations warns that a combination of severe funding shortages and deteriorating security is crippling humanitarian relief operations in Ethiopia. The World Food Programme reported on September 28 that its country portfolio for October 2026 to March 2027 is only 46 percent funded, leaving a 251 million U.S. dollar deficit. This shortfall comes as food security risks rise in the Afar, Amhara, Tigray, and Oromia regions due to inflation, displacement, and El Nino-driven rainfall disruptions threatening the upcoming harvest.

In response to the crisis, the World Food Programme launched a phased emergency plan in September to target 1.43 million people across Afar, Amhara, and Tigray. These efforts are further strained by the presence of over 1.13 million refugees and asylum-seekers from Sudan and South Sudan.

Adding to the financial crisis, the Office for the Coordination of Humanitarian Affairs reported on September 29 that worsening security in northern Ethiopia has severely restricted access to the Tigray and Amhara regions. Roadblocks, suspended flights, and disrupted telecommunications have limited the movement of essential services and relief supplies. These operational hurdles have forced several humanitarian partners to scale back or suspend activities while the UN calls for safe, unhindered access for aid workers.
