He argued that the technology should be viewed as a tool to enhance human ability rather than a substitute for human intelligence, evolving the concept of computers as "bicycles for the mind."

To achieve this, Nadella outlined a technical evolution from standalone, monolithic language models toward complex integrated systems. These systems will orchestrate multiple agents, memory layers, and safeguards to execute complex tasks in fields such as education, climate change, and medical provision. He acknowledged that the process of diffusion would be "messy" and noted significant challenges regarding energy consumption and compute power.

Ultimately, Nadella asserted that AI lacks full "societal permission" and must deliver tangible, measurable real-world benefits to earn broader public trust and acceptance.
