U.S. District Judge Myong Joun issued a preliminary injunction on June 5, 2026, blocking the United States Department of Agriculture (USDA) from withholding billions of dollars in federal funds from states that refuse to comply with Trump administration policies. The ruling favors a coalition of 20 Democratic-led states and the District of Columbia, which filed a lawsuit in March 2026.

The contested "2026 Conditions" required states to certify compliance with federal policies regarding immigration, gender ideology, and fair athletic opportunities for women and girls to receive funding. The legal challenge sought to protect over $74 billion in annual assistance, including the Supplemental Nutrition Assistance Program (SNAP), school lunch programs, and WIC. The plaintiff states argued that these requirements were vague, unrelated to nutrition, and violated the U.S. Constitution's Spending Clause.

Government attorneys defended the conditions as necessary tools to ensure the sound stewardship of taxpayer dollars and strengthen federal oversight. The litigation occurs as SNAP participation has declined significantly; between January 2025 and January 2026, nearly 4.3 million beneficiaries lost access to the program. This decline is attributed to the One Big Beautiful Bill Act, a Republican-led spending bill that included $187 billion in cuts.

Attorneys general from the suing states, including Massachusetts, New York, and California, praised the decision as a victory for food security. Judge Joun, who was appointed by Joe Biden, stated that he will provide a detailed memorandum explaining the decision at a later date.
